This position is responsible for examining, planning and establishing and auditing security and operations procedures to comply with Federal Regulations for handling classified information and material within a program environment.Candidate will perform security functions required by the Canadian Industrial Security Directorate (CISD), International Industrial Security Directorate (IISD) including Controlled Goods (CGD), and other applicable security directives. Require a well-organized individual with prior experience administering the Canadian government security policies and procedures to serve as the Company Security Officer (CSO). The Manager Security Compliance will improve quality, efficiency, consistency and control of operational process within Canada through the documentation and maturation of Standards, Best Practices and SOPs. This position will provide recommendations for process improvements and will develop and validate requirements to revise and or determine new process steps including collaborating with Leaders of Enterprise Initiatives, Functional Area Owners (FAO) and or SMEs to identify requirements and define operational strategy.

· Strategy – The manager will facilitate improved leadership and visibility for standard operating procedures that are evolving and/or maturing within field markets. Manager will provide the lead role in driving improvements in processes to improve workflow where identified. Develop and document Standards, SOPs, and Best Practices within Canadian organization. Partner with NA and FAO Leadership to define operational strategy to support key projects. Provide strategic vision, leadership and direction for the development of system roadmaps and plans to support multiple service line revenue and contribution

· Conduct initial security briefings, debriefings, indoctrinations, and re-indoctrinations of Iron Mountain employees

· Write security plans and procedures (writing and revising security plans, procedures/instructions, fixed facility checklists, SOP and information security plans and procedures as needed including engagement of third party)

· Obtain determinations, interpretations, and acceptable deviations for compliance with regulations, from PSPC and other government agencies as needed.

· Development and implementation and of security awareness program

· Participate in PSPC inspections and audits, review of the Security Requirement Checklists (SRCLs)

· Establish/maintain relationships with PSPC oversight divisions, RCMP and Controlled Goods Directorate (CGD) representatives

· Maintain certification and accreditation of the facilities- S

· Serve as primary security advisor to the business, prepare weekly reports, documenting the current status of all open security requests, and prepare quarterly reports

· Maintain accurate and efficient creation of security filesfor IM facilities, personnel, and program security files.- S

· Provide security support to management and Security Support Services for Contracts (for Prime and Subcontracts)

· Manage the Controlled Goods Directorate compliance program

· Enforce government and company security policies, as well as provide direction and guidance with regard to these program security regulations

· Provide ad hoc support responding to security requirements from customers, ensure they meet compliance of government security directives

· Administer the process personnel security clearances via OLIS program - S

· Investigate security violations, prepare incident reports, disseminate "lessons learned" as appropriate, following completion of an investigation, and recommend specific remedial and preventative actions.

· Generate visit certification requests - S

· Establish an active Security Awareness and Education Program

· Interface directly withCanadian Industrial Security Directorate (CISD), Industrial Security(ISM), and International Industrial Security Directorate (IISD) including Controlled Goods (CGD).

· The SSC will work cross-functionally to develop end-to-end workflow processes as well as process documentation. Design and manage project plans to define, socialize & launch operational protocols.

· The SSC will interact with decision-makers to manage expectations and create synergy in efficiencies. The SSC will provide strong subject matter expertise to educate and support to operational staff including auditing entire program components.

Functional Knowledge, Skills, and Competencies

Our ideal candidate must have a minimum of 7 years’ experience with strong working knowledge oftheCanadian Industrial Security Directorate (CISD), Security Requirement Checklist (SRCL) tied to contracts, Industrial Security(ISM), International Industrial Security Directorate (IISD) including Controlled Goods (CGD). Experience in using and maintaining database and be proficient with G suite applications.

Ability to develop and administer an effective industrial security program that assures compliance withIndustrial Security Manual (ISM) both domestic and international (IISD) procedures. Working knowledge and direct experience with the Canadian Industrial Security Directorate (CISD), knowledge of the Security Requirement Checklist (SRCL), Industrial Security(ISM), and International Industrial Security Directorate (IISD) including Controlled Goods (CGD).

Managethe Security Assessment Application (SAA) program, for all IM individuals who are being considered for examination, possession, or transfer of controlled goods. Act aslead policy interpretation for management. Develop, implement, and enforce procedures to execute company security policies and agreements. Familiarity of all responsibilities as the Company Security Officer under the Industrial Security Manual (ISM). Knowledge of the destruction security requirements laid out by both Treasury Board Services (TBS) and the RCMP technical branch. This motivated candidate must possess excellent communications skills; both verbal and written. They must also have the ability to reach out proactively to security related contacts at client and contractor sites.

Ability to acquire and maintain a NATO Secret Clearance and Controlled Goods Designated Security Officer (DSO) certification preferred.

Experience or exposure to Operations or Systems Product Management. Ability to learn IM systems such as Safekeeperplus, Secure Base knowledge.

The CSO manages the company’s security program which includes processing security clearances, management of facilities, personnel and ensures the Corporation’s Security Program is compliant with all government regulations and requirements under Security Manual (ISM) both domestic and international (IISD) procedures to a company’s security program is required.

Must be able to interpret theCanadian Industrial Security Directorate (CISD), Security Requirement Checklist (SRCL) tied to contracts, Industrial Security(ISM) and International Industrial Security Directorate (IISD) including Controlled Goods (CGD). The CSO will be part of the Iron Mountain Information Management Services Canada and Iron Mountain Secure Shredding Canada, Inc. with oversight of facilities and security procedures.

The CSO will provide specialized expertise, guidance, advice, training, and support to executive management, operations management, human resources staff, recruiters, and employees, as applicable, concerning all aspects of the company’s security policies, procedures and practices. This position requires independent judgment and discretion, as well as the identification, analysis and resolution of security-related matters.
